Scams Prevention Framework Bill 2024 – Senate Economics Legislation Committee Submission

CCLS was pleased to contribute to and endorse the joint consumer advocate submissions to the Senate Economics Legislation Committee on the Scams Prevention Framework Bill 2024 (SPF Bill).

This submission was led by the Consumer Action Law Centre with input and endorsement from:

The submission highlights the urgent need for robust scam prevention measures to protect consumers from financial harm.

Our key recommendations include:

  • Ensuring that regulated entities compensate scam victims if they fail to meet their obligations under the framework.
  • Placing the burden of proof on regulated entities to demonstrate compliance with the framework.
  • Establishing clear principles for apportioning liability among regulated entities to ensure victims are fully compensated.

We believe these measures are crucial for creating a safer financial environment for all Australians.
